The new owner of 10816 Lower Valley Pike states that he is having a hard time pulling out of his driveway due to the trees located at 10790 Lower Valley Pike. He stated that the resident that lives there will not allow him to trim the trees back and has even called the Sheriff on him.
Can we help? Trustee Dave Phares said he will contact the engineer’s office for help in this matter since this is a county road.
Four more lots in the Donnelsville Cemetery have been sold. FYI, a price list of surrounding cemeteries is attached for you to see and compare prices of Donnelsville VS other cemeteries. (Donnelsville $300 per grave; New Carlisle $600 per grave; Medway Cemetery $650 for one or $600 each if bought two or more; Glen Haven Memorial Park $1,895.)

Clark County Community Development would like to know if we would be interested in going in with the Land Bank and paying to demolish the building on the corner of Lake Rd. and Cedar. The cost is approx. $26,000.00. This includes the removal of trash and tires before the demolition. More discussion will be needed to make this decision.

These are battery powered fans with batteries and chargers and will replace current electric and battery powered fans. We took generators off E-54 and the New Rescue which saved us 52,000 in initial costs plus the maintenance costs. (I believe this savings is worth the costs of the fan states Chief Jacob King). I have confirmed November 4th at 6:30 with Andrew Pickering. I told him to expect
questions regarding ARP funds. I know that not every question will be fully answered
at this meeting, but we need to start somewhere. I just wanted to make sure all the
Trustees are informed (as not everyone replies to my request) and any of you that
are unsure what you can spend the ARP funds on, I would suggest everyone watch
the webinar that can be found on the OTA website (as mentioned in my email) and
list your questions thereafter. Fiscal Officer Stacey McKenzie will attend.
I hope everyone has been able to review The Greentree Group quote so
we can also discuss this option from the County Commissioners.
We have had two burials this past week. One was Benjamin Watts and the other was Matthew Henry. The Watts family came in to express their appreciation of how the funeral was handled by our road department men.
Just a reminder: The meeting to talk about the levies will be held here at the township building on October 19, 2021, at 7:00 pm.
Fire: Chief King reports that the new fire engine is coming along well and should be available to us in March 2022. He also reported that Engine 51 is waiting on a water tank.

He stated he feels the company may be phasing out their operations and leaving Bethel Township with a clean up bill. Trustee Dave Phares reported that the ODNR is over this operation and Mr. Romaine should contact them about his concerns.

Bethel Township resident Brian Still of 4909 Alpha Rd spoke about a conflict with his neighbor at 4910 Alpha Rd. Mr. Still claims that his neighbor blocks his access to his driveway and has two trailers parked on the township easement which causes him not to be able to gain access to his parking with out complications. Mr. Still provided photo’s
Bethel Township residents Pam & Michael Dyer of 4910 Alpha Rd was in attendance and claims that Mr. Still has too much traffic coming in and out of the area. Mr. Dyer claims that he has always parked his trailers on township property and that he maintains the property free of grass and overgrowth.
Bethel Township trustees thanked both families for coming and stated they would take their complaints into consideration and decide on the best way to handle the situation.
Mr. John Muncy attended the meeting. He is opposed to the Bethel Township Police Levy that will be on the ballot on November2, 2021. He stated he is a farmer and can not recoup this expense. The trustees and Chief King spoke about the importance of the levy and for the township to provide a safe community for Bethel Townships residents.

21-09-14-13 Trustee Dave Phares moves to approve Ken’s Tree Service to remove the dead tree on Queen Rd and the dead branch that hangs over queen Rd. The cost is $600.00 for the tree and $100.00 for the branch They will take the wood away. Second by Trustee Nancy Brown. R/C: All ayes.
Aspen Rd. Discussion. Citizens have reported that they ride their bikes through this opening to gain access to the lakes in the evening. Now they can no longer do this. The concern was also made at a previous meeting by Chief King that if there is an accident on Gerlaugh Road, it could cost valuable time for the engines and paramedics responding to a call. Chief King states opening Aspen Rd. could solve this problem.
Golf Carts discussion. Trustee Nancy Brown presented the letter from Attorney Andrew Pickering that Monroe Township has approved Golf Carts with certain stipulations. The City of New Carlisle and the Village of Enon has reported that they have had no problems with the residents using Golf Carts. This will be discussed at a future meeting.

Trustee Don Minton and Dave Phares stated they will contact Robert McClure and have him come out and explain the accident and what they expect done with the area.
Mr. Northrop is concerned about the closure of the Aspen Rd in Crystal Lake into Park Layne.
Mr. Northrop attended the meeting. He has a vehicle and can walk on his own. He would like the dead end opened back up so that he can ride a wheelchair when needed. The Trustees stated that they will take all his information into consideration.

21-08-24-05 Trustee Nancy Brown moves to approve the Bethel Township Fire Department to replace the HVAC system in Station #51. The system is no longer working. Chief King has requested three (3) quotes to which he was given the authority to accept the lowest/best bid. Second by Trustee Don Minton. R/C: All ayes.
Discussion on new rescue. Chief King reported it should be ready in March. Chief King will send the invoice to Fiscal Office Stacey McKenzie so she can issue a P.O.
Update Engine 51. Chief King reported it is still several weeks out, but the only expense should be for the new motor which will be $3,800.00.

ODOT Township Stimulus Program |
The Township Stimulus Program is a one-time program providing funding to townships for sidewalk, roadway, and culvert (less than 10 feet) projects located within township limits. The total funding available to this program is $8 million and a funding limit of $250,000 per project has been established. ODOT will provide 100% of eligible costs for all phases of the project, up to the specified project funding limit. Bethel Township has obtained a quote from Meade’s Paving for the asphalt overlay and to strip the basketball court at Raynor Park. The quote is $25,000.00. This will be submitted to Bethel Township’s legal authority for clarification on the coverage of payment to be paid for by the American Rescue Plan Funding.
Bethel Township has obtained a quote from Penchura LLC. To replace the swings, the bearing hardware, labor, and the engineered wood fiber mulch at Raynor Park. The total cost is $12,132.72. This will be submitted to Bethel Townships legal authority for clarification on the coverage of payment to be paid for by the American Rescue Plan Funding. Trustees agreed to get quotes from Penchura for the Donnelsville Park before submitting to our legal authority for confirmation that these expenditures will be covered under the ARP.
21-08-24-07 Trustee Dave Phares moves to approve Seth Harrison to use the Donnelsville baseball diamonds for practice of the girls’ softball league that he coaches. He would like the use of it from August through October. He will maintain the fields while his team practices there. There will be no need for the use of the concession stand as this is just practice. He states that he carries all the proper insurance. Second by Trustee Nancy Brown. R/C: All ayes.

Rhonda Ledford, Treasurer has taken the paperwork to the Clark County Board of Elections and has applied for the EIN number for the Bethel Twp. Levy Committee through the IRS to which we have received. A checking account was opened through WesBanco (Enon) in the name of Bethel Twp. Levy Committee on Saturday, August 21, 2021. The balance is $100.00 with no expenditures.
Updates on the purchase of cameras for Deputy? This purchase is on hold until money becomes available.
Decide if we want the kids from the Raynor park criminal damaging case charged or help repaint. The Trustees decided to have the 14-year-old paint the flooring on a Saturday with adult supervision from Bethel Township Road Department and the court system not being involved.

Paul Cantrell 461 Rosewood would like to speak about a neighboring house and their vehicles. Mr. Cantrell did not show for the meeting.
Chad Cole of 450 Rosewood would like to speak to the trustees about his neighbor. Paul Cole stated he has complied with Clark County Community & Economic Development by adding gravel beside the road for his vehicles to park on, however that may leave them on the township easement. Some of these vehicles are unlicensed and may be inoperable Mr. Cole stated that he has no intensions of getting rid of any of his vehicles however he will move them over as far as he can off the township easement. We have informed Mr. Cole and Mr. Cantrell to contact an attorney as this is more of a civil case.

The resident of 851 Corvette Dr. is still living in her home. She was sleeping outside on a couch that was on her porch. Now the couch is in her front yard. Are there any updates?
Larry Shafer from the CCCHD would like to come out and talk with us if needed. He states his department had done all they can and now it is up to the Sheriff’s Department. Deputy Moody’s update is that the warrant for the resident is stamped “Summons’s Optional”. He states the jails are full and due to Covid the resident would probably not be booked into the jail. Deputy Moody stated he wish there was more he could do to help this resident due to her mental status. He stated he would speak with his supervisors.

In looking at options for the Broadband at the Medlake Lion’s Den, I spoke with Beth Freeman from the New Carlisle Public Library. One of the options she said she can help us with is providing “Hot Spots” for our Medlake Lion’s Den for children to go in and use the internet. She stated that each Hot Spot can allow 10 people to log onto the internet. She also stated that we can have families request books and they will deliver them to us, but we cannot have the children check them out of the building, but they could be there for them to use. No action was taken at this time
21-08-10-05 Trustee Don Minton moves to approve the resolution to accept the material terms of the One Ohio Subdivision Settlement Pursuant to the One Ohio Memorandum of Understanding and consistent with the terms of the July 21, 2021, National Opioid Settlement Agreement, and authorizing Trustee Nancy Brown to execute the participation agreement. 21-08-10-08 Trustee Don Minton moves to approve the estimate from NOS Outdoor Services to remove two Catalpa trees from the Donnelsville Cemetery. The trees are losing large limbs and causing the stones to raise and look uneven. The cost is $5000.00 if the road department can remove the stones in the area and $6500.00 if the stones remain in place. Second by Trustee Nancy Brown. R/C: All ayes. The approval was for the $6500.00 due to the dangers of our road department moving the headstones off the graves.
We did get a second estimate from C & S and theirs came in at $10,000.00. Both companies stated that these are dangerous trees, and they are very large. I do have pictures on my computer if you would like to view.

We were notified this week that the bids for the road salt have been approved. Clark County will be with American Rock Salt Co. LLC. And the cost is $62.54 per ton. (Last year was $69.16 per ton)
The road department has several veteran’s employee by Bethel Township. They have requested that they be allowed to take the flagpole from the side of the Fire state and install it at the township building and add a light on it. This has been ok’d through Jacob King for the flagpole.
The Trustees thought this was a good idea. Rhonda will make the road department aware that the light needs to be placed so that it does not obstruct the vision of drivers.
The road department telephone is out and has not been working for several days. Do we keep it or disconnect it? The whole department has cell phones and states they do not use the phone. Is there a legal or safety issue with this? No one is using Justin Legg’s old phone. Is it OK to have disconnected? Disconnect Justin’s old phone but keep the road depart phone for emergencies.
The new employees are on a deadline to obtain their CDL permits. Dave Phares will remind them that this is part of the requirements for their job and needs to be done ASAP.

Trustee ______moves to approve Safe Fleet Law Enforcement to install a Focus H1-in- car system package #1 with two cameras, focus BWC and vehicle integration dock. (See attached quote.) The cost is $9,250.00. Deputy Moody stated that the cost will likely be a little cheaper as he does not need to go through the training class on how to operate the system. Second by Trustee ______. Mr. Ron Boling 10812 Schiller Rd. would like to discuss the accident on Schiller Rd. on Sunday morning. He feels there should be a guard rail installed in that location. He is the owner of American Sun Crafters, and the video footage shows the accident. Attending the meeting were Ron Boling, Steve Triplett and Chris Sparks. They informed the Trustees that where Robert Wood’s vehicle went off the road is peat and it’s like quicksand. They stated that the water is only approx. 6 inches deep, but the peat is closer to 15 inches deep. The citizens would like the township to contact the Clark County Engineers department and look into putting a horseshoe guardrail up in that area to keep the same thing from happening again.

Whaley Rd. resident Roger Thornbury Roger stated his two concerns: 1. He suggest a speed survey on Whaley Rd. He stated that when school is in session, the personal vehicles and school buses have a hard time passing each other. He also stated that cars are going way over the speed limit on that road. 2. His neighbor at 1001 Whaley Rd, has commercial vehicles going in and out of his driveway several times a day. Mr. Thornbury feels these heavy vehicles may have collapsed the drainage tiles under this driveway and caused the rain to back up in the yard at 1000 Whaley Rd. Trustee Dave Phares said he will investigate this problem. Trustee Nancy Brown suggested a speed survey to be done but after school starts.

21-07-13-10 Trustee Dave Phares moves to approve a speed study on Kendig Rd. The residents are concerned about the speed on their road and would like to see it lowered from the 45MPH. Second by Trustee Nancy Brown. R/C: All ayes.

We have had a few phone calls about golf carts. Is it legal to drive golf carts on the streets of Bethel Township? What do they have to be equipped with if so? Refer this question to Deputy Nick Moody and see how Clark County handles this.
21-07-13-12 Trustee Dave Phares moves to approve a motion for Trustee Nancy Brown to attend the Transportation Coordinating Committee will be holding their annual meeting on Friday, August 13, 2021 @ 10:30AM. 21-07-13-13 Trustee Nancy Brown moves to approve NOS/Hoffman Tree Services to remove two dead ash trees and a Hackberry tree that are broken and or dead, on Quick Rd. They are broken and leaning into one another and there is fear they will take out power lines per Mike Allender. The cost quoted is $750.00. Second by Trustee Don Minton. R/C: All ayes.
21-07-13-14 Trustee Dave Phares moves to approve NOS/Hoffman Tree Services to trim back both sides of the road and elevate in the dip in the road just past Tillie Lane on Bishoff Rd towards Milton Carlisle. All the paperwork has been submitted to Larry Shafer at the Clark County Health Department for the water system at the Donnelsville Lion’s Den.
Tony Shadwick came out and inspected the playground equipment at Raynor Park he would like to meet with us on Thursday, July 15, 2021 @ 11:00 to go over his findings. The meeting will take place at Raynor Park. He stated that there is no immediate danger in any of our playground equipment and that it is in fairly good shape. The meeting is just to show us what to look for and keep track of. The Road department will be the one meeting with Tony.
